Can you confirm you use MailSuite Pro for Linux? That reg.php script is not supposed to work in standalone WebMail Pro application.

Self-registration is not available in WebMail Pro, only existing email accounts can be used. Assuming you already have some email account, and WebMail Pro is configured for respective mail server, user will be able to log in, there's no need to create account explicitly.

Then why the config file show?
<AllowNewUsersRegister>On</AllowNewUsersRegister>
Setting this to Off would restrict new users from accessing WebMail. Default value is On. In most cases, there's no need to change this.

and How I creat voice message?

That's a bit different thing which directly applies to:

A while ago, we got a feature request from several customers, to add a configuration option which forbids users from creating accounts, so that only administrator can add new user accounts. Anyway, this is only about adding existing IMAP/POP3 accounts into WebMail Pro.

WebMail Pro can only play those, we assume voice messages are created by other applications. Technically, voice message is a audio file of special format (AMR by default) attached to a message. Live Demo usually holds one or several voice messages, you can use them as examples.

We have Suggest a Feature section in our WebMail Pro forum. Also, you can suggest an idea, and the ideas which get more votes will have higher priority towards implementing.
