As the message suggests, that's a permission-related issue. Try granting Full Control access to "Everyone" user ("Все", in Russian) to both MailRoot and WEBMAIL\App_Data directories, and make sure that permissions for all subfolders and files are affected.

While this kind of settings should be fine for testing, it might be dangerous for production systems. For real-world usage, consider granting permissions to particular system accounts (like, NETWORK SERVICE) and see if that helps.
