I expect to create a contact group which can dsiplay and can be used for all user. Even user first time login, they can use that contact group to send mail.

Currently, WebMail Pro doesn't support that. However, there is Global Address Book available in current version of the product. When the option is enabled, user can see a list of available recipients when composing a message.
