This is for webmail pro, php version:
I have this question from a user -
"Is there a way to send an e-mail with a return receipt requested?"
I don't see an icon or button for that, is this feature available?

This is not supported in WebMail Pro at the moment.

Absolutely agreed. I have asked our developers in this regard, they're saying this feature is to be added in WebMail Pro 4.7.

That means a checkbox requiring recipient's email client to send back the notification that message was read.
