The calendar doesn't allow me to schedule an event that goes from 3PM, June 11 till 9AM, June 20 because the second time drop down limits itself to times after what was picked in first drop down.
If I pick 3PM in the first drop down the only options in the second drop down are 3:30PM and later.
This hinders the setup of events that span multiple days.

Actually, if till date is equal to from date, values in till time dropdown are limited to be greater than the current value of from time. This is by our design and the reason is that till must be greater than from, otherwise, it doesn't make a sense.
So, to resolve the issue, you should choose necessary from date and till date first, then adjust the time.
