"Settings -> Mail -> Allow autosave in Drafts" is not selected, but if i close new message window, it still saves this uncompleted message to drafts.

According to the developers, this setting never affected the behavior of saving drafts upon exiting the message editor, only auto-saving a message once a minute during editing if any changes were made. However, this may change in the future versions so the setting affects both the aspects.
