Is it possible to have a link to a site terms and conditions on the login screen? I don't need a checkbox or anything, just a link that says "Use of this service is goverened by the following T&C" (linkable to the T&C themselves).

As long as it's simply about adding arbitrary HTML to login screen, that can be achieved by modifying templates/views/Login/LoginViewModel.html file. Upon making changes, be sure to purge data/cache/ directory content, as well as your browser's cache.
