WebMail is used to log into existing email accounts. By default, it is assumed that mail accounts are hosted by the same box you have installed WebMail on. However, it's possible to access email accounts on any other server, just configure IMAP and SMTP under "default domain settings" (Domains tab) accordingly.

I don't think XAMPP includes mail server, it's about web server only. If you're using Windows, you could try hMailServer for local testing - though it should be good for production use too, with DNS properly set up.

It's pretty much unrelated to web server, you need an account on email server. Email address and password of that account is what you need to supply.

I copy the files to my webserver and then access that folder (my_webemail)like http://myweburl.com/my_webemail
i have web email for that as well i use this but still not login

I don't think I understand what exactly is the problem, so please let me explain the idea in a bit more detail, to make sure we understand each other.
1. The first thing to do is to deploy WebMail Lite itself. It's very important to run its installation wizard, as it helps avoiding typical environment configuration issues, such as insufficient permissions, required PHP extension not installed, etc.
You'll get the installer's URL by adding /install/ to main URL of WebMail. If you have uploaded the product so that it's available under URL like http://www.domain.com/webmail/ then the installer is found at http://www.domain.com/webmail/install/ address.
2. Once that's done, you need to determine what mail server you're going to use. This may be either something locally installed (hMailServer, for instance) or pretty much any free email service, as long as it offers IMAP and SMTP. For example, you can access your GMail account.
3. To be able to access the particular mail server, you need to supply its IMAP and SMTP settings. Log into AdminPanel, and under Domains tab, check "default domain settings". Once there, supply mail server details. For example, if you'd like to access GMail accounts, it would be the following details:

It's very important to understand that WebMail Lite is designed to work with only one mail server. Well yes, a single installation of WebMail can access any mail server, but it will be just one server for one WebMail install.
4. Well, we're done, you should be able to login. If you still encounter issues, enable logging in AdminPanel, reproduce the problem and study the logs to find out what's the reason of the problem.
