Good day.
 I want know why when i try send a message from a account, appears in the notification bar a alert than said, Can't send message!

To answer that, you need to enable debug logs via AdminPanel, reproduce the problem and see what's in the logs. In some cases, logs would report "Connection refused" which means the port is blocked by firewall. If you use a hosting account, that'd probably mean they don't allow using that particular port.
