There's not much difference in Lite, main difference is for Pro (updated Calendar). For Lite, it's just bugfixes. Anyway, every new version has changelog file included in the package. You can download package from the site directy, it's the same functionality as within cPanel package.

OK, In cPanel Under (Current Installations), It DOESN'T Yet Have UPGRADE Option. I Have Another Account That Has 6.4.3. If I Get BOTH Using 6.4.3, And I NEVER Upgraded Again, Would I Have Issues When PHP Upgrades?

I don't see how that is related to PHP version. As long as your system runs PHP 5.3 or above, I don't foresee any issues. We have already released version 6.4.3, and if that version is not available on particular server, check this with your hosting provider / system administrator.

It Shows 6.4.3 NEW INSTALLS in cPanel. However, NOT yet Upgrades.

Well it sounds like your installation of cPanel doesn't support upgrading. I wonder if you have Upgrade option available for any other application you have installed.
