I'm getting the following error when I try to access install.aspx .... any ideas/suggestions?

Server Error in '/email/AdminPanel' Application.

Parser Error Message: An error occurred loading a configuration file: Failed to start monitoring changes to 'C:\Inetpub\wwwroot\email\web.config' because access is denied.

I've also managed to get this error:

It looks like a lack of permissions over C:\Inetpub\wwwroot\email\ folder. Please make sure NETWORK SERVICE and ASP.NET system accounts have read permission over that folder, all files and subfolders inside and all files in all the subfolders.

I verified the permissions and made sure adminpanel was an application on it's own and this is the error I get. Surprisingly, if I don't make adminpanel it's on application I can login as mailadm but any time i try to make a chance it says "change unsuccessful"

I've checked the permissions again and made then really opened and applied down the directory structure, still the same above error.

Is it possible to provide us with Remote Desktop access with admin permissions to your server? Thus, we'd be able to take a look directly and figure out what's wrong.

I've had an issue with installing the but my computer shuts all the way down when I try. Does any one know why?????
