Is it normal to log out and back in in order to
see new email?
Cause I thought I only had to refresh the page.

Refreshing with Ctrl+F5 or Ctrl+R can not invoke mail check as this is done with the different script used on login or when "Check Mail" is pressed. Besides, refreshing the browser window/tab makes WebMail user interface to be rebuilt completely which is more time-consuming comparing to pressing "Check Mail".
