When I use the windows sync client I get the following error:
Test connection failed. The remote server returned an error: (403) Forbidden.
anyone have any suggestions? The system's running on a centos7 server running centos web panel.

Hi,
Did you configure DAV access for this installation? Can you access your file storage with other DAV clients (like the one built in Windows)?

No, I can't connect with windows file manager either, it asks for the username and password in an endless loop.

Please check Configuring DAV server documentation page. In particular, there's a configuration trick for cPanel there but it's know to work on other systems as well.
SabreDAV documentation on webserver setup may be helpful, too.
