Machine timezone and PHP timezone is set to local, but logs (from adminpanel) seem to have UTC timezone timestamps.

Logs are maintained in UTC indeed.

Take a look at system/Logger.php file, you'll find a few lines with:
I imagine using date() instead can get you what you're after.
