Global language set from Admin panel is not changing in latest version 7.6.9 and 7.6.8.

Change is recorded correctly in data/settings/settings.xml file but the default language - English - is not changed; user still needs to select their language by either using the flag on login screen or in their account settings.

The language files are readable and present, the permissions are all set correctly, tested on versions 7.6.8 and latest 7.6.9 fresh installations.

EDIT: Web Server Nginx 1.6.2, PHP 5.6.24, WebMail Lite PHP

Any help in troubleshooting is greatly appreciated

While there is indeed a global language setting, it isn't normally used. When user accesses WebMail, it attempts to determine user's language based on their browser information. And global language setting will only be used should that autodetection fail for any reason.

See this forum thread on how to disable language autodetection; assuming you wish global language setting to be used, rather than autodetect the language.
