When I login with one of my email accounts, most of the emails wouldn't come out and only a few emails comes out with scramble characters. It also showed the internal error. I checked the log and it says the following:

[Message]
ERROR [HY000] [MySQL][ODBC 3.51 Driver][mysqld-5.5.27-log]Incorrect string value: '\xE6???ip...' for column 'body_text' at row 1

Since a lot of the emails are in Chinese characters, I try to make sure it sets utf8 in the character set of the odbc driver and the log does show it sets to utf 8 already.

[PrepareCommand] - SELECT * FROM awm_domains WHERE name=?
[24/5/2013 0:10:23][PrepareCommand] - SET NAMES utf8

Is there any other setting I am missing?

Note: On the MS outlook, the emails look fine.

I understand you're using PHP version, correct? We're about to release v7 of WebMail Lite which is largely based on new WebMail Pro release. Thus, I'd recommend to try WebMail Pro trial and see if it works fine for you.

Oh, that one wasn't updated for years now. We'd strongly suggest to try PHP version which we're currently focused on. Fortunately, it can run on Windows and IIS just fine.
