In the Config Domain Names Array Area, are ALL Domain Names that are using each account, supposed to be included there?

Not sure if I understand the question, are you speaking of $aSieveDomains array? If you have Sieve / ManageSieve support configured, that array defines which domains can actually use it.

OK, I DON'T have ALL Domain Names listed in the ($aSieveDomains array) area yet. However the ones that I have uploaded on the servers that I'm using, ALL work WITHOUT needing to ADD them to the ($aSieveDomains array) area.

How about ABOVE that where it has (// $aSieveDomains array)? Is that for Domain Names that AREN'T to be used?

This setting is only related to using Sieve functionality. You don't have to include your domains there at all, unless you're using Sieve-related features you have configured (mail filters, autoresponder, message forwarding).
