Two errors occurred when I tried to open an.eml file, which just provides header information and was not fully downloaded.

Written communication.The supplied sample and the IsEntire property always return TRUE, regardless of whether the email is complete or not.

When invoked on this message, DecryptAndVerify2 gracefully quits the code without raising an error.

IsEntire is not about whether you downloaded the header or not. It's for a special type of emails which are split into multiple smaller ones. Nowadays, this approach is no longer used but years ago it was a convenient way to overcome limitations of max message size imposed by mail servers. Like multi-volume .RAR archives.

Email protocols themselves are pretty much a legacy thing, so not really no. Dealing with cloud storages and using download links would always work better in case of large files, compared to sending them over email.
