what does the Mail feature 'Allow users to add external mailboxes' really provide? Where can users access this feature?

While there's currently such an option in admin interface of WebMail Lite, the feature itself is only available in the Pro version, see "Multiple email accounts" section at Users and accounts in WebMail Pro documentation page.
