Is there a way to have this on by default so that when a user deletes a message from trash it automatically deletes it from the server? Right now out of 1000 users it seems like half delete the messages from the server and half don't.

This forum thread holds a solution for what you need. Of course, this would apply to new accounts only. If you'd like to apply such setting forcibly for existing accounts, set mail_mode value to 3 in awm_accounts table for all the accounts.
