In xp pro when emails are downloaded using the DownloadEntireMessage command an envelope icon apeares in the taskbar.

Is there a way to turn this off?

MailBee.NET Objects doesn't display any icons in the taskbar. If your application doesn't do that too, it's displayed by an antivirus/firewall/antispam system running on your machine. Many of such software organize an e-mail proxy which intercepts all incoming and outgoing messages. Just disable the proxy to get rid of the icon.
