I sent an email to a friend and they replied and all is good. The subject line on my friend's reply was "RE: [subject here]". Now when I reply to his reply the subject line now reads "RE: RE: [subject here]".
It seems WebMail adds an "RE" even if an "RE" is already present in the subject line. This seems like a bug.
I'm not sure what the standard is for this. I know Outlook doesn't do this but I'm not sure about other email clients.

It's by design. Some applications even use multiple "Re:" to create email threads.
There is also an approach to replace multiple "Re:" with "Re[n]:" but it's not common too. There is indeed no established standard for this.
