Is "Full control" permission set for 'data' folder and its contents?

Regards,

Which user has "Full Control" permission over the 'data' folder? Please make sure it's "Everyone" user. If it doesn't help, please provide us with exact version of your PHP engine and settings.xml file. Though, it would be much more helpful if you provide us with FTP access with write permission to your WebMail Lite PHP installation. You can use our support form.

Best regards,
Andrew
