I am using IMAP and my email server does not support SIEVE filters..
Perhaps I am missing it, but where / how can I change the Sync Mode to HeadersOnly? Also can I direct that to the database / file structure as an option?

In WebMail Pro 6.*, IMAP can be used in direct mode only, and the StoreMailsInDb option is deprecated.

Either that, or using POP3 access as both filters and sync mode setting are available there.

POP3 access would mean that messages have to be downloaded though right? If not, how would I make sure that all new accounts and current accounts DO NOT download messages? Other than the settings in the settings.xml file of course. Would I need to edit protocol columns in the db?

POP3 sync.mode is configurable, and I believe you'll need "Headers Only" mode. With it, messages are not downloaded but headers and purified text bodies are cached in the database. I think you'll need to set proper modes in awm_folders for Inbox of all existing accounts, and make sure the same setting is applied to new accounts created.
