I am trying to setup webmail lite in wamp. When I go to Localhost/webmail/adminpanel and log in, Webmail won't start, all I get Services, Domains, and System. What am I doing wrong.

Sounds as expected behavior to me. If you navigate to webmail/adminpanel you're supposed to get AdminPanel interface. For webmail itself, try localhost/webmail address.

Wow a lot of good that does me, how am I supposed to set up who can and who can't connect to this webmail. I need to be able to get into the webmail from the adminpanel and do the set up and when I try to connect all I get is the domain, services, and system. the webmail set up never starts. Am I wrong as this is where I do the webmail set up. I had this running a long time ago and need to get it backup and running again.
If my memory serves me correct, I would go into the adminpanel and set up each account for who can connect and once this is done, then they would use localhost/webmail and log in from there.
Frustrated, but thanks for any help that I can get

WebMail Lite doesn't offer this kind of control over user accounts, I'd suggest to check WebMail Pro (PHP version), you can add user accounts there, and enable an option so that only registered users can access WebMail.
