Does Webmail Pro 6 PHP contain anything that detects if a user may be spamming (outgoing)? For example, checking the logs for an unusual amount of mail from one IP address or auth id?

WebMail Pro is not a mail server, it's a mail client. What you're talking about is usually done on the mail server end.
