The solution currently available is found at:

Also there were several modifications which potentially might be related, they'll be included in 7.4 we plan to release later this month.

same here,
still having this issue.
using version 7.3, already added:
'labs.allow-thumbnail' => false
this had no change.
got this from error_log, might be related (?):

Yes, version 7.4.0.7 is currently available for download, and we're going to release version 7.4.1 within a day or two.

Indeed, there were multiple modifications added specifically for the purpose of eliminating any chance of overload from happening. And by the way, it's version 7.4.1 out now already, hope you'll like it!

Hey! Confirmed. 7.4 does fix the overload issue. Running it for about 3 days now and the server is singing along nicely. #TopWork
