Is there any way for a single user account to have multiple address books aside from the personal address book and the collected address book?
I'm looking for a way to control exactly what gets synced to mobile.

I took the liberty of defining an additional address book in the DB called Test
I'm able to access this address book via webdav (I'm using davfs from the shell) and I can add files to it - it just doesn't appear in the web interface or the mobile sync app.
what changes would I need to implement to make this address book visible?

It isn't possible in WebMail Pro to create additional address books on top of those predefined ones. Even if you create a new address book via DAV client or some other way, it will not be displayed in WebMail, and it's not a matter of enabling a certain feature, it's about developing one.
